Musically as well as lyrically, "Because They Can" is verysimilar to Nelson`s 1990 debut "After The Rain". Overall,the album is solid, but the final few tracks are somewhatweak. It was a bit of a surprise to find that Nelson hadactually produced a second album, given their limited popularity (due in part to criticism from the Statler and Waldorf of MTV, Beavis and Butthead), but the album titleand cover art appropriately sums up the duo`s feelings onthe subject. The cover features two identical dogs sporting long blond wigs emulating the twin brother`s characteristic manes, and, in conjunction with the title, evokes the old joke about a dog`s ability to please itself with it`s own tongue: "Why does a dog lick its balls? Because it can. Why did Nelson bother to release a secondalbum? Because they can."
